The approved packaging PROs are NPA and TMR. Since 12 August 2026, producers established in another EU country must appoint an authorized representative ("auktoriserat ombud") in Sweden. What changed in 2026

Sweden adapted its producer-responsibility rules to the EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40), which applies from 12 August 2026. Naturvårdsverket has published new national provisions that follow from the PPWR. The key points for online sellers:

  • One register: Naturvårdsverket keeps a single producer-responsibility register. You do not register separately per packaging category.
  • Authorized representative: producers established in another EU member state must appoint an authorized representative in Sweden from 12 August 2026.
  • First report: new producers report for the period 12 August–31 December 2026 by 31 March 2027.
  • Sanctions: reporting late leads to an environmental sanction fee.
  • Marketplaces: Amazon's global notice of 25 March 2026 names Sweden among the countries where packaging EPR compliance applies from 12 August 2026.

Proposal – not yet law The EU Environmental Omnibus (COM(2025) 982) proposes suspending the representative duty for EU-established producers. The Council position of 21 October 2026 would exempt EU-established producers placing under 1 tonne of packaging per year in another member state until 2032; the European Parliament adopted its position on 20 October 2026. Trilogue follows. Until then, the Swedish representative duty applies. It does not cover non-EU sellers. More: PPWR 2026 update.

Packaging obligations in Sweden

A packaging producer is the business that first makes packaging available on the Swedish market. Under the PPWR, a seller established elsewhere who ships packaged goods directly to Swedish end users (a distance seller) is the producer of that packaging, including shipping boxes and filling material.

  1. Confirm your role. Check whether you are a producer for Swedish packaging – typically yes if you ship directly to Swedish consumers.
  2. Appoint an authorized representative if you are EU-established. Since 12 August 2026, producers established in another EU country need an "auktoriserat ombud" in Sweden.
  3. Register in the Naturvårdsverket register. Use the e-service or register via a PRO.
  4. Choose a PRO. The approved packaging producer responsibility organisations are NPA and TMR.
  5. Report on time. The first report for new producers is due on 31 March 2027 and covers 12 August–31 December 2026.

Sellers established outside the EU: Art. 45 PPWR covers distance sellers whether they are established in the EU or outside it. Naturvårdsverket's guidance in our sources addresses EU-established producers explicitly, so if you are established outside the EU, we check the current Swedish route for you before you register.

WEEE obligations (electrical and electronic equipment)

Electrical and electronic equipment is registered in a joint WEEE/batteries register at Naturvårdsverket. Registered producers pay an annual supervision fee of SEK 1,000.

Seller typeWEEE and batteries in Sweden
EU-established distance sellerMust appoint a representative established in Sweden
Non-EU sellerMay register directly
All registered producersSupervision fee SEK 1,000 per year

Note the difference to packaging: for WEEE and batteries, Naturvårdsverket allows non-EU sellers to register directly, while EU distance sellers need a Swedish representative.

Battery obligations

Batteries fall under the EU Battery Regulation (EU) 2023/1542, whose EPR regime applies since 18 August 2025. In Sweden, batteries use the same joint register as WEEE, with the same representative rules: EU distance sellers appoint a Sweden-established representative, non-EU sellers may register directly.

  • From 18 February 2027 (reported): QR code on all batteries, removability and replaceability rules, and a battery passport for EV, LMT and industrial batteries above 2 kWh.
  • 18 August 2027 (reported): due-diligence obligations, postponed by Regulation (EU) 2025/1561.
  • Proposal – not yet law The EU Omnibus would also suspend the batteries representative duty; Parliament voted on 20 October 2026, the Council position is pending.

Authorized representative in Sweden

An authorized representative ("auktoriserat ombud") is a business established in Sweden that fulfils the producer's obligations there on behalf of a seller established elsewhere. In Sweden it is required for EU-established packaging producers from 12 August 2026, and for EU distance sellers of electrical equipment and batteries.

Penalties in Sweden

Sweden uses environmental sanction fees. According to Naturvårdsverket, reporting late leads to an environmental sanction fee. Our sources do not give a figure that we can confirm, so we do not quote one here. EU-wide, member states must lay down PPWR penalty rules by 12 February 2027.

On marketplaces, Amazon may need to stop selling non-compliant products, and eBay may hide listings where the required EPR number is missing.
